COMRADE ASTOR GARCIA
Head of the International Area, Central Committee
PARTIDO COMUNISTA DE LOS PUEBLOS DE ESPANA (PCPE)
Dear Comrade :
Through you, the Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) sends warmest fraternal greetings on the occasion of the 30thAnniversary of the Partido Comunista de los Pueblos de Espana (PCPE).
We particularly note that the PCPE was organized in 1984 as a product of the struggle of Spanish communists against the then high-profile variant of right opportunism which is known as “Euro-communism”. “Euro-communism” of course is a departure from Marxism-Leninism, from proletarian internationalism, and from the concept of class struggle for the establishment of socialism and communism through the dictatorship of the proletariat. It was a renunciation of the socialist advances trail-blazed by the Great October Socialist Revolution, and it instead aimed at the forging of an alliance with the bourgeoisie to obtain a share in the management of the capitalist system.
The organization of the PCPE, with the support of the international communist movement, was therefore an important rebuff to right opportunism in Europe. And since then, the PCPE consistently fought against opportunism to proudly display the continued commitment and confidence of Spanish communists in the struggle for socialism and communism.
During the period of the betrayals and counter-revolutions in the socialist countries in the 1990s, the PCPE again proudly showed its continued commitment and confidence in the struggle for socialism and communism. In many countries, the dissolution of the socialist bloc led to the demoralization of the weaker elements who left the ranks of communist parties due to political exhaustion and vertigo, in the face of the ideological offensive from the right as well as from the ultra-left. However, the PCPE is notable for standing its ground and overcoming the odds with its strong determination in the path of revolution. The PCPE also contributed to the important international efforts for the recovery of the international communist movement through the annual holding of the International Meeting of Communist and Workers’ Parties (IMCWPs).
In the past half decade, Spain was particularly affected by the capitalist crisis, and the PCPE is notable for its militant fight-back against the social cuts by which the bourgeoisie seeks to transfer the burden of the crisis upon the working peoples. PCPE’s principled positions against NATO and its arms race and imperialist wars, against the EU and its exploitative and repressive dictatorship of finance capital over the peoples, against archaic and parasitical monarchies and aristocracies ; and for working class unity and the forging of a Peoples’ Front for Socialism --- all these manifest PCPE’s leading role in the socialist revolution in Spain.
Today, the international communist movement confronts many variants of right and left opportunism --- calls for fusion with social democracy, christian democracy or even with liberation theology ; calls for a “fifth international” to expound on “21st-century socialism” while denigrating the experiences of socialist construction in the 20thcentury ; and even calls for cooperation with US “humanitarian campaigns” aimed at regime-change in many parts of the world (including in Syria and the Ukraine). At the same time, the negative example of a socialist country propping up the US dollar, allowing the internal predominance of capitalist relations, and even accepting capitalist oligarchs into the ranks of the ruling communist party, all under the “to-be-rich-is-glorious principle”, also has to be addressed.
The PKP-1930 is confident that the PCPE, as a product of the struggle against “Euro-communism”, will continue to be a bulwark in the international struggle against opportunism. In saluting the 30thanniversary of the PCPE, the PKP-1930 wishes more strength to the PCPE’s counter-offensive to defeat bourgeois power and to build socialism in Spain.
With communist greetings,
ANTONIO E. PARIS
